Dr. Thomas Plueckebaum is director of the Scientific Institute for Infrastructure and Communications Services in Bad Honnef, Germany. He is responsible for aspects of network efficiency and costing, for business cases of incumbents, competitive and wholesale operators and universal service and subsidies aspects. WIK’s studies address regulators operators, political institutions (parlaments, governments and the European Commission), associations, M&A banks and investors and the scientific audience along the motto: science meets consulting. Before joining WIK 12 years ago he collected more than 20 years experience at telecommunication network operators in leading roles for network planning, build and operations, finally as CTO and CEO of a regional telecommunications operator. He started the FTTH business in 1993 by founding Germany’s first “City Carrier” ISIS Multimedia Net in the region of Duesseldorf. He holds a PH.D. degree in electrical engineering and and two master degrees in electrical engineering and industrial engineering and management.
